Do As We Say Not As We Do!

What does it say about this Conwy Council of ours that it puts it's name to erecting a sign before it's even been given planning permission to do so.
It may seem petty me pointing this out but it is the principle I am trying to get across.
If something hasn't got planning permission and the council are involved what sort of message does it put across to the mere plebs like us?
