"What i would like to draw to everyone's attention having worked as a bailiff for a local company that collects councils 'unpaid' fines, is that there is SEVERAL more millions being generated by the bailiff companies who operate as follows.
1/ Council send out piles(hundreds) of summonses every month to a bailiff company(in colwyn bay)
2/ bailiff company should wait 7 days, send 2 letters 7 days apart at £25 each, but letters never go as it is not required to be recorded delivery, so who can challenge that they were not sent?
3/ bailiffs get given the warrants with summonses for approx £100 to £130 as 'calls' (these people are on commission self employed and get half of what they collect over and above the amount the council gets their £100 to £130!
4/ So this is how it goes, the bailiffs either don't bother calling at all, or if they do, they pretend to knock the door, just to trick any prying neighbours, before leaving. The law states a figure of about 30 or 5o pounds or so for this call, but a letter should be posted requesting contact, no letter left, and anything up to what the bailiff thinks they can get away with is noted on the call sheet.
5/ eventually the bailiff calls and knocks the door properly and speaks to the person but by then the fee is anything from £300 to £800 and i saw some people owing 2500 for 3 tickets with conwy council!
people are intimidated, put on payment schemes with all sorts of extra charges, and even have their furniture removed and dumped when they live in virtual squalor!
I couldn't agree with anything i saw so i left but i think this practice is sickening. bailiffs bully people and constantly break laws, but as 99% of people dont know these laws, they get away with it.
These bailiffs can earn £2 to £3000 per week! yes per week around north wales collecting parking ticket fines for conwy, anglesey and denbigshire councils, from vulnerable people like the disabled for displaying their blue badge the wrong way round!(not exaggerated) I am totally at ends how this is allowed to carry on in this day and age.

Ummm Do you REALLY want to go there Oscar !
I believe that it might involve corruption at the highest level
...and in my opinion might also include the such people within the influence ear of sheriff office and the civil courts
Sounds bad and far fetched doesn't it ?
I have not give my "opinion" lightly .It is based on "the knowledge "It might also be the case that if such corruption were to be proven those involve would effect other public services outside of Conwy council perhaps even the local law enforcers

The rise of fortunes of some credit /debt collector companies used by Conwy Council/Aberconwy council has been under suspicion for years!
The evidence to support serious maladministration is out there .
It does help when people are given
Hush Payments to ignore corruption
when there is this amount of cash being mentioned .it is easy to shut /buy silence
Oscar you have no chance of getting someone to investigate
The interesting fact is whilst the Council lose money using bailiffs. Those cost "line"someone pocket at the rate payers cost.
There has been many allegation of councils "creating " situations to supply private debt collectors /bailiffs with work.
Most allegations implies payment or favours the council employees.
It might have reached a stage where the council officials dealing with debt collection are replaced every so often,
Much like many trusts ,clubs and businesses those near money are replace just as a matter of course.
Lets face council employees are human like everybody else, and like just like within the private there are employees who "take a cut" .
Oscar, these bailiffs are out of control, along with Excel enforcement used by Conwy, companies such as Equita and Ross & Roberts who are entirely owned by Capita PLc who are contracted to outsourced back office providers in many councils, such as Birmingham, where the adverse effect on residents by the Capita/Equita stitch up is being investigated, don't for get the outing of Mr Boast, Rossendales rogue bailiff on TV in 2011.
It is about time the police were properly trained in bailiff law, and they arrested them instead of the debtor, who was not the criminal. Marstons who collect for HMCS have a track record of demanding money with menaces from third parties who are not the debtor, if the debtor has moved away, threatening to clear the hose for the previous occupants debt. Interesting Company EXCEL what is more interesting is the relationship with Certain Conwy Council employees over the years ..
Is Excel based in Marine Road ,the old North west commercial that was based in Conwy road Colwyn Bay ,is a question worth asking ?
The questions worth asking is:-
Does Excel have any contractual agreements with Conwy Council?
Which employees within Conwy council ( or Aberconwy Council) were involved in setting those any such contracts up?
Next question worth asking:-
Are there any meetings that take place between Conwy council employees and the Directors of Excel /North West Commercial outside Conwy council business ?
Are such meeting held in private and without minutes of those meeting taken by Conwy Council ?
Has at anytime Conwy council employees discussed Conwy Council business with Director's of Excel outside ?
If you manage to tick the right boxes and get the right answer (or wrong answer depending) Then you might just get an enlighten view or the alleged corruption .
You might also look who is behind excel and the connection with the legal system within Wales .
It is a right can of worms?
Very few Council councilors have a clue of the scale of the alleged corruption nor of the impact throughout North Wales
